Proposed football rules explained - Stop-clock and vanishing foam

Oct 10,2024

Football Review Committee member Éamonn Fitzmaurice explains the proposed changes to how the game is officiated.

Stop-clock

"We've been very conscious of making the referee's job easier. So, one of the things they're going to get assistance on is in terms of time-keeping.

"There'll be a stop-clock, similar to what we have in the ladies game. A fifth official will control it on the referee's signal - the windmill signal to start the clock, and then the cross sign over his head to stop the clock.

"The referee stops the clock for the likes of substitutions, cards and injuries that need treatment on the field of play."

Vanishing foam

"We felt that often times, with free kicks that are taken from the hands, players will improve the angle and distance from where the foul occurred.

"With the vanishing foam, you're just marking the spot and it's making very clear where the free kick should be taken from."
