Former Tipperary football manager David Power believes the Football Review Committee's (FRC) new rules are "brilliant" for the game but feels they should only operate at inter-county level for 2025.
On Saturday the new rules will go before Special Congress.
Delegates will decide which, if any, of the proposed rule changes will come into effect at the start of the 2025 Allianz League.
Power, who led the Premier County to a historic Munster football title in 2020 and stepped down from the role in 2023 and is now looking after the fresher footballers at University of Limerick, says he is excited by the Jim Gavin-led FRC rules, but only at the elite level of game initially.
"I really think they should leave the rules to inter-county for next year. Focus on that, get it right and then letting it out to clubs the following year."
Last month Central Council made two small changes to the proposed rules, with four points for a goal and two points for a 45 both dropped.
Whatever gets through Special Congress will be in for a trial period across club and county in 2025.
"You have the resources at inter-county, but I just can’t see how you can do that properly at club level. I can see it leading to chaos at club level.
"At senior club level it probably won’t be a problem, but I’m thinking of intermediate and junior level. That’s where I see problems.
"If it works at inter-county, it will be an easier sell going forward. If they (club players) see it on TV working, it will encourage them.
"Sell it properly to the ordinary club player. That would be my take on it."
